Create, expand, and/or strengthen purchasing policies/procedures at both the municipal and state level to facilitate the purchase of equipment, products and technologies that reduce GHG emissions, including but not limited to electric lawn care equipment

House Bill 529, 2019, and Vermont Statutes Title 29, Chapter 49, Section 903 direct the Department of Buildings and General Services (BGS) to ensure that at least 50% of the vehicles purchased or leased annually be EVs or PHEVs, increasing to at least 75% beginning July 1, 2021. Additionally, Vermont’s Fiscal Year 2021 Appropriations Act (Sec. E.112) also directs “the Department of Department of Buildings and General Services (BGS), starting on October 1, 2020 to only purchase, lease or acquire battery-electric lawn mowers, leaf blowers, and trimmers, provided a functional equivalent is available”. Additional legislative actions could be taken to create, expand, and/or strengthen purchasing policies and procedures for other state and municipal agencies and departments to encourage the acquisition of equipment, products and technologies that reduce GHG emissions, including but not limited to electric lawn care equipment.
